About the asset

Oman produces more ethane than its existing crackers can absorb, and most of the surplus is currently burned as fuel gas — a low-value use for a molecule that a cracker can turn into polyethylene. Sahil is the response: an integrated complex at Duqm that takes that ethane, plus propane recovered at Rish Dune, and converts it to polymer grades the region currently imports.

Falaj is the technical partner to the joint venture rather than the majority owner. Our scope covers cracker configuration, the front-end design, the utilities and offsites, and owner's engineering all the way through commissioning — the same discipline we apply to facilities we operate ourselves.

FEED completed in June 2026 against a Class 2 estimate. Final investment decision is targeted for the second quarter of 2027, with first polymer four years after sanction. Forty per cent of the complex's 220 MW demand is contracted from solar under a long-term power purchase agreement, which is what keeps the plant's carbon intensity in the first quartile for comparable capacity.

Scope of work

  • Feedstock evaluation and cracker configuration selection
  • Front-end engineering design and Class 2 cost estimate
  • Utilities, offsites, and the seawater cooling and intake system
  • Port interface, product warehousing and bagging line studies
  • Environmental and social impact assessment and permitting support
  • Owner's engineering through construction and commissioning
